Course summary & objective
This one-day course provides in-depth training on conservation and demand management (CDM) economics. Participants will learn how to calculate and apply benefit-cost tests, shareholder incentives (Shared Savings Mechanism), monitor and calculate lost revenues (Lost Revenue Adjustment Mechanism) and identify and calculate rate impacts related to CDM.
Course outline
- Calculation and application of benefit cost tests specifically, the total resource cost (TRC) test. It will also address the calculation of other benefit- cost tests such as the program administrator cost test, participant cost test, and the utility cost test. Calculation will address the determination and application of free ridership levels and utility avoided costs. It will also address other factors that may be considered in calculating net to gross ratios such as spillover and free riders.
- Calculation and application of shareholder incentives (SSM)
- Application of the Lost Revenue Adjustment Mechanism (LRAM)
- Calculation of rate impacts from CDM
- Tips on preparing related filings to the OEB
CDM Economics is one of seven courses being offered by MEARIE and will be lead by IndEco staff David Heeney and Eric Buan. Participants that successfully complete all seven CDM-based training courses will receive a MEARIE CDM Specialist certificate.
