David Heeney has done management consulting in energy and environment policy, management systems and technology assessment since 1978 both in Canada and abroad. One of his distinctive capabilities is to quickly see through a morass and identify the central kernel.
David’s consulting projects have covered a wide range of energy and environment issues, including demand side management (DSM), climate change, emissions reductions, and environmental management and information systems. He has done extensive work for both public, private and third sector clients in energy efficiency programs, life-cycle assessment, performance indicators (in particular sustainability indicators), full-cost accounting, and the development and use of economic instruments to achieve goals such as the virtual elimination of toxics. He has developed innovative strategic planning, computer modeling and communications and workflow management tools to assist decision-makers to deal with the energy, environment and business challenges they confront.
Recently, David has been working primarily on energy efficiency and climate change issues, including assisting a number of gas and electric utilities with planning and regulatory issues related to their DSM programs, working on strategic planning for climate change with experts in Latin America, and developing markets for a start-up firm focusing on harnessing the power, resources, initiative, and vision of profitable corporate enterprises to meet the needs of the world’s emerging markets.
Fundamental to the approach he brings to each project is a systems perspective, scientific rigour and business acumen. Always on the leading edge, David ensures that IndEco is on top of sustainability trends and emerging issues.

Shona has an excellent understanding of the interdisciplinary nature of energy and environmental management, which allows her to help clients understand technical challenges, and to develop strategies, plans, management tools and actions to address those challenges and to achieve the objectives of their organizations.
Shona uses a custom approach for each assignment, while building on some common principles, including: listening to the client and understanding his or her needs, placing the client’s problem within a broader context and building upon best practices adopted in other organizations, engaging key relevant stakeholders, and recognizing what is needed within the organization to achieve effective change.
As President of IndEco, Shona has applied her skills to a wide range of client problems, including: designing strategies and programs to deliver energy efficiency, including to customers with special requirements, such as low-income customers; developing strategic energy, climate change, and other types of plans; and evaluating the effectiveness and efficiency of existing initiatives and recommending how they may be improved. She has also developed employee engagement programs and has provided training.
Shona’s clients include a large number of municipalities, government departments and ministries, non-profit corporations, regulatory agencies, utilities and industrial associations.
Shona brings a variety of skills to each assignment, including excellent research and writing, organizational and consultative skills. She has a Bachelor of Science from the University of Toronto and a Master’s of Science in Geography from the University of Guelph.
